AOA Recognition of ACGME PGY1 Year

So... according to the website.

If I want to practice neurology either in PA, WV, Oklahoma, MI, FL

I need to
do one of the following: OMM presentation, OMM conference, or Research paper submission to AOA.
+
Neurology - 1st Year Requirement (either in intern year or future years)
 2 months neurology
 1 month emergency medicine
 1 month surgery selective (vascular, neurosurgery, orthopedics, etc.)
 1 month elective (as agreed upon with the residency training director)
 7 months internal medicine to include:
- 1 month cardiology (can be replaced with CCU from what I hear)
- 1 month intensive care unit rotation
- 3 months general internal medicine
- 2 months elective internal medicine.

My intern year
5 mo general IM
2 MICU/CCU
3 electives
1 night float
1 mo neuro

So I am in a situation where I need to use my electives to do
-EM
-Surgery (guessing neurosurgery vs outpatient orthopedics)

which will leave me with 1 elective.

Questions:
1) EM, Surgery rotation. Do you think it is worth it to do during the intern year? in general? taking out the fact this is AOA thing.

2) I am not even 100% sure whether I will be practicing in those states (PA, MI and maybe FL, can hurt), and my DO senior did not even bother doing AOA recognition. Should I just do 3 IM electives instead of EM and surgery?
