Average for rads or average for everyone? Probably not worth it to submit your ERAS without the step 2 or any of your LORs since they won't count it complete at that point anyway.

Always submit. It looks bad when a program sees that you were delaying submitting it. they have that date on hand.
Programs know letters roll in over time. They just compile everything and look at the applications that have what they want to look at. They don't look at incomplete applications and wonder what's wrong with you.
