There are a few very good IR fellowships around the country, the competition for these slots is pretty intense. There are many other IR fellowships with quality of teaching ranging from good to p_#)poor. Competition for these slots is minimal. So, don't look at the match statistics to gauge competitiveness, they give a very skewed picture.
