Sorry I should of been clearer. It is problem 22.Which question? #21? Fluid viscosity is inversely proportional to flow speed, as the layers that touch the vessel's walls slow down due to friction. Since the two fluids have the same mass density and at the two points share the same cross-sectional area (radius), there's no pressure drop. If the fluid was less dense, you'd see a rise in column 1.
